Who owns the rights to the Commodore 64 and other 8-bit machines?

There seems to be a great deal of confusion over this. After a bit of research it appears that Tulip own all rights. When Escom went bust during 1996, Escom Netherlands successfully bought the Commodore trademarks and changed their name to "Commodore." Tulip then stepped in and bought the company. This means they have full rights to use the Commodore name and bundle system Roms, for use with an emulator in their systems.
