I'm looking for a program that can sample directly from CD to the hard drive without the need for a sound sampler. Where can I find one?

There are a few options available, OptyPlayer is said to allow this although the number of CD drives that it works with are limited. From many reports the best available is AsimCDFS. This will copy the CDDA files straight from CD to hard disk. However, not all CD ROM drives will read CDDA files as files, and most of those that do have problems. The error correction that is done in hardware when the file is output as audio is not done in direct copying.
